Port of Morrow's New Wastewater Lagoon is at a Significant Turning Point

The Port of Morrow is on track to open a new lined wastewater storage lagoon in November, a crucial advancement in tackling the environmental and economic challenges facing Eastern Oregon’s Lower Umatilla Basin.

With a capacity of 1.5 billion gallons of wastewater, the lagoon is part of a $500 million infrastructure upgrade designed to reduce wastewater from being applied on fields in the winter months. The lagoon is opening ahead of schedule and meets a major condition of the Port’s updated permit with the Oregon Department of Environmental Quality.


“This is a significant turning point,” said Justin Green, Executive Director of Water for Eastern Oregon. “The data underscores the importance of taking proactive measures to protect local groundwater. The opening of this lagoon will help prevent the Port from shutting down, which could have huge economic implications for the state.”


This milestone also aligns with Governor Tina Kotek’s recent directive to improve water quality in the basin, reflecting a collaborative approach between state leadership, regulators, and local industry. By meeting regulatory requirements ahead of schedule, the Port is helping ensure both the protection of public health and the continued economic vitality of the farmers, processors, and businesses that rely on its operation


The Lower Umatilla Basin has faced elevated levels of nitrate for over 30 years. The Oregon Health Authority continues to reach out to those with private wells for testing and to offer clean drinking water deliveries or a water filtration system. The Port of Morrow has been working hard in recent years to invest in ways to help lower elevated levels of nitrates in the groundwater. In addition, actions by the state indicate a move towards more sustainable water management in the region.


With the new lagoon opening, state agencies and local leaders hope it will be a key step toward long-term solutions that safeguard both water quality and the economy.
